Kem Lowry Vita

Kem Lowry is Professor Emeritus and former chair of the Department of Urban and Regional Planning, University of Hawaii. He received his Ph.D. from the Department of Political Science, University of Hawaii in 1976. He has been a visiting scholar at the Institute for International Relations and Development in Asia, Sophia University, Tokyo; visiting faculty at the Department of City and Regional Planning, University of North Carolina; and a Pew Fellow at the Marine Policy Program, Woods Hole Oceanographic Institution. He has published articles on planning and environmental management, coastal management, conflict resolution and evaluation in journals including American Planning Association Journal, Urban Law Annual, Publius, Environmental Impact Assessment Review, Policy Studies Review, Ocean Yearbook, Journal of Ocean and Coastal Management, Journal of Planning Theory, Journal of Planning Education and Research and Coastal Management Journal. He is also the co-author of Choosing Change: A Self Assessment Manual for Non-Profits.

Kem Lowry is part of a team of facilitators working with the Hawaii Fresh Water Initiative, a foundation-sponsored task force of water managers and experts focusing on ways to insure adequate future water supplies for Hawaii. Lowry has served as a consultant to the U.N. Development Planning agency, the Asia Foundation, the U.S. Agency for International Development, China-UNICEF, the U.S. Congress Office of Technology Assessment, and several state agencies in Hawaii. He has worked in Indonesia, Malaysia, Sri Lanka, China, the Philippines and Thailand. He is a mediator, former director of the Program on Conflict Resolution, University of Hawaii, a member of the Advisory Board of the Center on Alternative Dispute Resolution, Hawaii State Judiciary, and a member of the Advisory Council of the Queen Lili`uokalani Children’s Center. Lowry has also served on the editorial board of the American Planning Association Journal, Journal of Ocean and Coastal Management and Coastal Management.

Lowry has designed and participated in training programs and workshops on coastal management, capacity building, evaluation and environmental mediation in Indonesia, Philippines, US, China and Sri Lanka.

He received both the Robert Clopton award and the Hung Wo and Elizabeth Lau Ching award for community service from the University of Hawaii.
